If you know someone with Win98, get them to download MSCONFIG to a floppy and load it in your System folder. You will then have MSCONFIg.

If you are game, perhaps you could remove the cover, remove your sound card and reseat it. They sometimes work loose and cause a similar problem to yours. Also check all of the sound connections.
