Trouble connecting a 4610 to a Cisco VPN router

A customer wants to use their own router to connect a 4610 via a VPN tunnel, however it's not working and I'm not very familiar with this kind of router.

Router: Cisco RV042 10/100 4-Port VPN Router

Error: TCP Connection failed, Error code: 60:0, Module: SSL:205

Phone settings:

Server: 174.0.xx.xx
User Name: admin
Password: baddogbaddog

Authentication mode: PAP
Password Type: Alpha-Numeric OTP
VPN Start Mode: BOOT

Encapsulation: 2070-500
Copy TOS: No
Syslog Server:

File Srvr: 192.168.1.xxx
Connectivity Check: Never
OTest: Disable

And attached is the VPN config from the router, any help is greatly appreciated.

I suppose that the vpn phone has never worked before?
You could seek out Avaya-Cisco vpn install docs and see if you can get it to work.
