Avaya IP 500 inbound calling not working

The inbound calling from outside on a single extension is not working. User can receive internal inbound calls, but not calls coming from outside.

Where do calls from outside go? check your incoming call route to make sure it is correct.

what about the other extensions? can they receive an outside call?
