Why not build GRE tunnels to pass routing information via OSPF, and tunnel IPSec traffic inside the GRE tunnel? I'm sure Cisco has an example of how to build that. This gives you a lot of flexibility and resilience.
That really depends on what your requirements are, you can also do this with static routes, but again, everything depends on requirements, and design stems from that.

This router can terminate your DSL line with a WIC-ADSL module. This module can be purchased on eBay. You will also need to upgrade the IOS running on the 3640 to at least 12.3 code with ADSL feature set. Other than that, your router seems to be maxed out on RAM, and would be a great router...
WIC-1ENET is designed only for 1700 series routers, and is not compatible with any other router. for your 2600, you'll need either a nm-4e, or nm-1fe-tx (not sure if nm-1fe-tx is supported, check Cisco's site.)
