Small Community Networking - 2 Local IP Offices 1

Have an existing 4 site SCN with the main site being a 412 and will be adding a 406 to a 5th site. For testing, I would like to setup 406 and add it to the SCN on the same local network as the 412. The IP Lines just need to point to each IP Office but what about the IP Routes? The traffic will just be on the local network.
 
If you aren't putting them on different networks you don't have to build an IP route. Layer 2 traffic doesn't require a route as it is not going through a "route"r.
