Polycom 6000 with IP Office

I have a SIP 3rd Party Polycom 6000 up and running and registered. Issue we are having is we can predial a 9 plus 10 digit number and call always goes through. If i go offhook first and then dial, the call fails. I never see it hitting system status so it appears it is failing at the Polycom level.

Is there a way around this?
 
If it's not hitting the system it is indeed a Polycom issue, you may get lucky if someone here has the answer, but it's not the best place to be asking really :-)

 
The Polycom's webpage has a dial plan you can administer, as well as logging to show you how it made its routing decision.

Remember that in SIP, each digit doesn't get analyzed by the PBX. The endpoint needs to determine what a complete dialed string is - be it either through matching its dialplan or some digit timeout - and sends an invite to the PBX.

I'd wager that the polycom is giving you local dialtone and trying to match your 9+10digit to its dialplan and failing on that.
