Line Groups between two connected Office

I have 2 Avaya IP office managers 500 v2 connected through vpn between two different countries,

my question is it possible directly to make shortcodes in order to dial directly locally using the line of the country I want?

Open Manager, type F1 and search for break out button.
Can't be that hard?

or simply create a short code to send the call to the other system modifying the number fto the format the remote system woudl expect

example to send calls to a uk system

TN: 0N
Feature Dial
linnGroupID: <ID of link to uk system>

The remote system will simply process the recieved digits as if they had been dialed on switch.
