Help with CICS

I have installed other Norstars before, but I am having trouble with a CICS. First, I have a CID card in it, but is it suppose to go in all the way and be flush with the cabinet, mine will lock in, but it sticks up a little. Or does it need another card also, because when I connect the phones, they come on, but I can't select an outside line.

Sorry if this seems like a beginner question, but thanks in advance.

Some of the older CID cards stuck out about an inch. The newer cards should be flush. Cards go in left to right on a CICS. First four lines are 001 - 004.

Some cards need to notch out the plastic so it slides in all the way.

The NT5B41 caller ID card will stick out about an inch as previously posted. The NT7B69 should be flush.
