I've got an office with CICS equiped w/both M- and T- series sets. Two days ago I was called about low receiver volume on all the sets up front being very low, 'please help'. They are able to adjust volume (via control) per call, but the set level does not stay as adjusted. It's an every call ordeal.
We tested on SET and SYSTEM settings, still the volume drops after each call.
Question: How to set SET volume to a 'permanent' setting or how to raise the SYSTEM level?
This is a recent issue, so a TelCo request is not out of the question.

Is the problem on all lines, or individual line(s)?

Double-check the line setting "LossPkg". The default is MediumCO. Perhaps this got altered?

you cant raise the system level. If you use set volume, turn it up and it should stay.

Change the loss setting to long CO on each line this will boost the volume a bit.

If the ICS Rls level is 6.1 or higher and the effected phones are Rls 4 ish, then you have an incompatability problem not solvable unless either the Rls of the ICS is downgraded or the sets are upgraded to M Rls 17 or better.

Go into "System Programming" and change the the receiver volume setting from system to set. The other thing you may want to keep in mind is that if it's only happing on a few phones. YOu may need to replace handset cords and or handsets.
