Embedded VM Current State: Storage Full 2

There were several mailboxes of 250+ messages. I deleted the user and added them back in and in system status it shows only about a total of 20 messages. I deleted over 1,000 messaged. Rebooted the system, vm takes a few minutes to come up after the system but still shows Storage Full. I checked embedded file manager and it says it's only at 51%. I looked in the LVMail folder, but I don't know how to differentiate between greetings and messages. The site is in Ohio and I'm in MD, so going onsite is not an option. I can get a local tech if all else fails, but I wanted to exhaust all my options first. Any suggestions?

The Embedded File Management option in IP Office Manager says what each file is in the file details panel, ie. announcement, greeting, name, etc and for which mailbox.

Stuck in a never ending cycle of file copying.
 
From System Status, shutdown the SD Card, wait 5 mins, then start it back up.
Even though space is physically clear, system may not see the size difference with out a reboot/restart.....
Shutting down and re-starting card saves the hassle of complete phone outage for a system reboot.
