make a shortcode with the exact amount of digits (in that case 7)

and then it will dial out immediately, but then you have a problem dialling anything longer so you need to make another shortcode with

if you dial any other numbers that are shorter or different you need to put them into the ARS as well and make sure that no shortcode cuts any of your dialled numbers otherwise you won't be able to dial it.
