Call answer monitoring

Customer with an older R1T1 Norstar and Flash 2.0 wants to be able to verify calls are answered by users within a certain amount of time. All incoming calls are answered by auto attendant after 2 rings....there's 12 seconds to start with....they want to know how long it takes for call to be answered by dialed extension.
Anyone have any suggestions for suppliers for this type of product?
They don't want to change system or add call centre....cheap, cheap.
No need to record any other info , just time it took to answer call.
 
The only thing I can think of, is a refurbished SMDR and call accounting software. Trisys.com has software called Tapit and you can get a 30 day demo. Maybe re-install it every 30 days, if they are trying to save money.
