I would try recreating the users profile on the PC (reboot, login as admin and rename the user folder to user.old) then relog the user and setup Outlook again. If it still fails you can easily revert back to the original user profile by changing the name back.

No he was quite specific, he wants Visual Basic for Applications.... I'm not sure he knows how to code but who am I to argue? The users always right until you prove them wrong :)
So if what's available in Excel isn't enough for him he's going to have to put his hand...
