try using the cd burning software that came with Win XP. Just drag and drop files to your cdrom drive in the file manager. If you still have problems then yes, try better quality disks or slower speeds like Greg said. And for sure, don't write at a speed greater than the disk is made for.

Make sure you have a good antivirus software and keep it updated to prevent future viruses, especially if you are using Kaza or something like that. There are a ton of viruses out there.
Ask Dell's tech support if they have heard any SP1 problems.
I'm sure that if Dell machines are having such a huge problem, they should be aware of it and have a suggestion for ya. If Dell helps you out, put their reply into this thread for all to read.

I use Norton internet security. Protects you from hackers, viruses and privacy threats. Seems to work great, but not free like Zone Alarm, but it also includes the antivirus.

Can you write to a CD using windows XP software? Just drag and drop into the cdrom drive in your control panel. When ready, click write these files to CD. At least that will tell you if it is a Nero only problem.
I have a GigaByte GA-7VAX and have the same problem as you. Even with the hybernation turned off. After windows finishes unloading, I hear a click. At that point I have to move my mouse. As soon as the mouse moves, the power shuts off. No one has been able to help me either.

When I shut down windows, the computer won't shut itself off. After hearing a "CLUNK"(relay maybe??), the screen still says windows shutting down. This is the last thing to happen until, get this, I move the mouse...

I have a math equation that gives me the answer in a edit box. I want to have the number to only have the tenths in the decimal area, but not rounded off, just chopped off.
example: Say the number is 56.4589. Rounded off to the tenths digit would be 56.5. I don't want that. I want it to...
