I'm fairly certain that copying a voicemail to another mailbox should act just like a new voicemail to that mailbox. Meaning if voicemail to email settings of the receiving mailbox is setup to copy or forward that message would email out. Same for outcalling if that was setup on the receiving mailbox.
It is a new voicemail as far as the system is concerned. It also updates the date and time to be when the voicemail was forwarded instead of leaving it as the original.
