Ok so I have a problem we have four locations and we were with carrier X. X always had problems with voicemail. End users would pick up voicemails and they would be full of static. We now have moved over to a new carrier and are still experiencing the same problem. Has anyone encountered this problem and if so what did you do to resolve the problem?

Is your voicemail carrier supplied or are you using the IP Office for voicemail? If the IP Office, which type (essential/voicemail pro/centralized)? Finally, what release IPO are you working with?

in voicemail pro, go to help-about. Verify your IPO version too. Go into Manager, click on control unit and see what version you have there.
Do all the systems have their own voicemail pro or do they share a centralized voicemail pro?

Prioritize voicemail traffic on the data links between sites.
VM Pro voice traffic is 64kb/sec real time TCP traffic and despite setting up QoS it is considered as normal data with low priority.
If the local IP Office also suffer from static then make sure to use 100MB Full duplex fixed switch ports, IPO & VMPro attached to the same switch, and use quality CAT 5 cables, not the ones you find in the box with cheap routers/switches.
And use the VM Pro PC just for VM Pro for a while and see if that bring any improvements.
This PC must be always on (no power management), preferably no real time virus scanner and a proper configured firewall.
