VM Pro licensing

Am very confused about how VM pro is licensed. We're doing a big site in which embedded VM will no longer be sufficient

On the CDW website I see the following for $1,814.99

Avaya IP Office VoiceMail Pro - license
License - unlimited users - Win

MFG #: 171991 | CDW #: 391258




Listed next to it is the license below for $4,163.99

Avaya IP Office VoiceMail Pro - license
License - 8 ports

MFG #: 174461 | CDW #: 391262

Not understanding why unlimitesd is way cheaper than the 8 port. What am I missing????

 
I have a bad feeling someone is going to tell me I need both of them...
 
The first one provides four ports and unlimited users. The second one provides eight additional ports. Must have the first one before adding additional ports.

Thanks for clarification, what are my options if I say only need 100 users and 8 ports total. Is there a license map available???

no, the limit for your users is the config size of your IPO, but if you reach that then you are over the limit of users in the system anyways :)
all you need is the port licensing to have the 4 base ports and then the additional ports for consecutive connections.
