USB issue -- KB822603 hotfix problem

I have XP Pro SP2. I installed a USB 2.0 pci card, and when I plug in a USB device it says:

"You need Windows XP Service Pack 1 and Hotfix KB822603 to use the device with full performance. Please visit and update your Windows Installation"

Should I do the hotfix? Will it revert my system back, or is it still an issue w/SP2? Why wouldn't MS integrate this Hotfix with SP2?

Have you tried using the card - does it work at 2.0 speed?
 
In this case, I don't know. I have an SD memory card and reader--the card should read at 11 MBps--but that's the USB 1.1 speed, so who knows? I don't have any benchmarker that can test if this is actually doing anything above USB 1.1 speeds.

The real problem is that I want to use one of the ports for a video capture, which must have 2.0 or I'll never get good video. When I use the video capture--it locks up the software program--which did not happen on another machine with the same software but a bona-fide USB 2.0 slot.

As you may have noticed in that thread I have been looking a USB extender cards.
Some of the cards available from our usual supplier state
'Download required for Windows XP'
I think it may be down to whether or not the card manufacturer has looked at the XP issues.
