USB 2.0 driver install "Access denied"

Bit of a story.. owner plugged in NEW digital camera but could not get USB connection... He noticed that from then on no other usb device would work on that port. In time, and several tries, EVERY USB port came up wit h a yellow remark tick in Device Manager and no other USB device would be recognised on those ports.
Feeling was the camera cable caused some kind of hardware damage.. but I wonder if thats possible/likely.
Trying to update the driver comes up with "access is denied".
Disabled onboard USB in bios then installed a 4 port PCI USB 2.0 card which was seen but "access is denied" treated is as the onboard ports were.
Running the driver disk with the pci card did not improve the situation...
This one is a new area for me... any suggstions??
It's a Gigabyte mb..very recent.. P4 3.0 CPU

Not the answer, unfortunately... this PC only has SP 1 on it and running the device manager only vainly repeats the earlier description of the problem..
The key indicator seems, to me.. that as the camera was connected to each of the 3 ports they progressivley went faulty in the eyes of device manager..
I would be hestitant to run SP2 on a system that isnt happy... experience to date has locked me out of the desktop on a few (3) occssions when I erroronously thought it might fix the prob.. I know now about checking system files..
The stumbling block is this "access denied" message... there is only 1 active user/administrator..

Use Device Manager and uninstall the USB root hubs.
Reboot and let XP rededect the USB root hubs.

Try the motherboard manufacturer and download the latest drivers for your motherboard. After installing these your USB ports may work.
 
Thanks Linney.. but no, it didn't change the results.. and I did try your other suggestions earlier..to no avail..
XP redetects on cue but comes up with the same error message for each of the ports..
And it does it for a NEC 4 port pci card.. so I cant see it as being damaged ports... damaged driver, maybe..

Are there any clues in the Event Viewer?

Some general things to try.

See if System Restore will get you back to a restore point before your problem.

Try Safe Mode (Do you have this problem in Safe Mode?).

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.

Thanks Linney... I think I'll hand this one back to the owner..
He doesnt appear to have made any Restore Points that are relevant.. in fact they only go back a week or so.. he has made numerous updates.. By the way.. that last update you mentioned stopped restore point and control panel from opening.. I removed it and it was then Ok.. strange..

I think he should really just start all over... or at least do the overinstall like you suggest..

It really sounds as if there are permission issues on the registry. Where they would have come from for an Administrative user is a mystery.

Check that the Plug and Play service has not been stopped.
 
When I remove the USB devices it then redetects them.. then attempts to install the drivers, then individually comes up with the no-no report..

I've just hooked another HDD on and am install XP from scratch to see it the problem is still there or not.. if it is.. and I've reset the CMOS to Fail-Safe defaults, then I guess the MB is damaged..

Definitely software based.. the fresh install worked fine..all USB ports working..

Thanks for all the input, while the answer will possibly lay hidden away it has been interesting..
