Unknown Utility locks hard drive

I am unable to run scan disk from either Windows or Norton Systemworks. I get an error from either one stating that an unknown utility has locked my hard drive, and to turn this unknown utility off. How do I identify an unknown utility? I tried using the process viewer, but was not able to find anything that was new and unusual - or that I could identify as the culprit.
Scan disk is not the only utility I am unable to run, any utility involving read/write to the hard drive gives me the same error.
I am able to read/write programs/software, so am truly baffled by what is stopping scandisk.
I am currently using Win 98se, Mozilla 1.4, Zonealarm, Norton systemworks. Anyone heard of clashes between these?

Norton System works has that System Doctor junk (in my opinion) that constantly monitors your hard drives among other things. Open the Norton Utility program and make sure that darn thing is not running. It seemed to me to bog down my computer when it was running.
