I am trying to connect 2 PBX's over a carrier provided ethernet ckt using Cisco 8200 series routers on each side. I am using the above mentioned "NIM" modules and have the basic config's in place on the routers, framing, coding, a tunnel between the 2, Ip addresses, # of channels etc. Both of my PBX's are also completely comfigured and the trunks are up and in service but calls cannot traverse the circuit. I get errors "ISDN 1201: Bearer capacity not available" on both the PBX traces and the router "debug" trace.
I am pretty sure I am missing some configs on the router side since I didn't allocate DSP resources or any specific "voice" programming. The Cisco info available is vague to say the least. Has anyone configured anything similar that can provide any info? I've attached my router config.

You don't have any dial-peers so while you may have IP connectivity it won't know how to route the calls. There is other voice configuration you will also need to do.

Do you also have PVDM modules mounted to the T1 cards? You will need these to do the transcoding and the particular ISDN card you have can't use the motherboard mounted PVDMs. You can check with "show inventory".

I've been running this type of config for years to link PBXs between sites with QSIG E1 on the Cisco routers and SIP routes between them.
