transfer to messaging from vector

Hi. I have a problem with a new CM server we have recently installed. When a call comes in on the main line it is routed to extension 5200. This extension has a coverage path to a vdn. So when 5200 doesn't answer the call hits the vector assigned to the vdn and gives the user some options. One of the options is to dial by name. When this option is selected we are attempting to pass the caller to VM auto attendant. At this point 2 different things can happen. If I dialed 5200 internally the call routes to VM and I get the proper announcement and I can dial by name. If I call from outside I get dead air. The call doesn't disconnect but I never get to vm. I keep hearing you can't
'cover to a cover' but if that was the case here wouldn't it fail all of the time?? I don't understand why this work on incoming calls from outside the network.

Are both inside and outside flagged to yes ?
 
Yes, the coverage path is set identical for both inside and outside calls.
 
What voicemail system are you using, and how is it integrated with the CM? Is it T1? H323? SIP?
 
We are just using the IA770 voicemail which to my understanding is just a card inside the CM.
