time-out occurred ...Error Number: 0x800CCC19

I am at my wits end! All of a sudden two days ago I began getting the following error when clicking on send/receive mail in Outlook Express:
"A time-out occurred while communicating with the server. Account: 'mail.charter.net', Server: 'mail.charter.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC1"
I am running Windows XP (have NOT installed SP1a), have a cable modem & a D-Link router & Norton Antivirus. There have been absolutely no changes to my pc - no new hardware, software, etc. The really strange thing is I have 2 identities set up in Outlook Express, my main identity is the one receiving the error, the other works fine. My son's email account on his pc is working fine now ??? although yesterday it was receiving the same error. My mail will download from the server when I first log in however it "times out" while still checking for new messages. I can send email. I have tried EVERYTHING - disabled scanning of email within Norton (although I have been running Norton for over 2 years), removing the email account & adding it back, removing my email identity completely & adding it back, deleting the pop3uidl file, doing a system restore to an earlier check point, called my ISP to trouble shoot (not their problem) - no solutions. Another strange thing happening is I cannot FTP from another server I use ( I can send but I cannot ftp from their server to my machine - it opens a port then hangs?)I have an email to D-Link support to see if it is a router issue? Any suggestions from anyone woudl be appreciated. Sorry for the long message but I suppose its obvious I am at my wits end!

I have tried all of the suggestions as listed in Microsoft Knowledge Base. I disabled email scanning in Norton. At this point I have totally unistalled Norton from my pc. Same problem - although I have narrowed it down. Time out error when I click on send receive and I cannot send attachments anymore. My mail continues to download from the server & will send after I have composed & click on send. The only thing I can possible see that is different - I have (had) Online Subscription to Norton with live update turned on. On Wed, Jan 21st they released the latest update - that's when I started having problems. I have a help desk in to them. But as I said, I have unistalled Norton and the problem persists. Today I will update to SP1a and await the results of all my helpdesk emails.

Try doing this. Go to a comand prompt and type in:
ipconfig /flushdns then hit enter.
Then try to check your mail.
Also make sure that norton or any other antivirs software is off the pc including live reg and live update for norton.

If your mail downloads to a certain message and stops then you may have a stuck message on the server.

Thanks so much for the tip but, alas, still same problem along with others. I did install the sp1 update, however, I am still having the timeout problem in Outlook Express along with FTP problems, can't send attachments in email, numerous "little bugs". All errors point to a "failed port". I did finally talk with a DLink tech person (if you call him that). While very nice, I'm sure he was just "reading from templates". I did change the MTU setting on my router but still did not help. At one point my pc was not even recognizing my cdrom drive due to an i/o error. Doing a system restore to an earlier time fixed that. I have backed up my files and if I don't find a resloution soon I'm going the drastic System Recovery option...too much time & stress already spent.

I don't want to hijack this thread but I am looking for help with my problem which seems almost identical to HockeyMom's.

I have an Alcatel SpeedTouch 510 v4 ADSL router and am on a network of 2 computers, both of which has its own static IP address. I don't believe that any of these facts are relevant to the problem.

I am using Outlook 2000 on Windows XP SP1. I am also using Symantec AntiVirus Corporate Edition and SAproxy (an anti-spam application), neither of which have caused me any problems in the past. I have 46 POP3 accounts set up in Outlook and (coincidentally) just 2 of them are experiencing 0x800ccc19 timeout errors. Both of these accounts are hosted by the same company (that is, the incoming mail server is the same address on each account). I can telnet into the mailserver without any problems whatsoever (so I don't believe it is a routing problem) but I cannot download any e-mail in Outlook.

I have recently installed the latest versions of Symantec AntiVirus Corporate Edition and SAproxy. It is difficult for me to say with any certainty, but it could be that these problems have only begun since I installed the latest versions of one (or both) of these applications.

I have tried disabling and uninstalling Symantec AntiVirus Corporate Edition and SAproxy in a bid to resolve matters but I am still unable to download e-mail from these 2 accounts. Every other POP3 account is fine.

I am quite technically minded but this one has got me stumped! Help!
 
Further to my earlier message above, I have now re-installed SAproxy. I tried deleting and then re-creating the problematic e-mail accounts in Outlook which initially proved to be successful, downloading about half of the 1610 e-mails that were queuing up for me on the server (mostly spam, of course).

It timed out about halfway through so I tried deleting/re-creating the account again and now Outlook thinks that there is still 1610 e-mails on the server and, again, is refusing to download any of them. This is after I just deleted all the spam that SAproxy missed.

*sigh*

 
Just to add, I have set the server timeouts to 5 minutes in Outlook which is the longest possible.
 
Well, I have finally corrected the time out problem!!! I might add with no help from my ISP! It was a simple change to my out going mail server setting in Outlook Express. My ISP provider insisted 3 times while on the phone with them my settings should be mail.xxxxxx.net for both incoming & outgoing servers. After talking with my IT support folks at work who insisted it had to be a problem with the smtp server, I changed my outgoing server to smtp.xxxxxx.net and the time out problem was solved! I am not sure why the problem began on Jan 21st unless my ISP implemented security measures of some sort due to the release of the MyDoom virus...who knows. I'm not sure whether to be ticked or happy to have solved the problem....
