I just want to get this system up and running and get rid of the flashing lights on all phones.

I wonder if somebody swapped software in meantime.
You cannot jump from say 5.0 to 7.1, you must use upgrade tools.
Suggest as Marv stated and to downgrade, once down graded so a startup and pull power when states Applying Template, then put 7.1 in and power up.
Make sure its not a MICS software in there too.!
