Stockable Vintages: what is that ? 1

Just a little question here. An Avaya Circuit Packs document show a field called "Min. Stock Vintage". I see, about the TN746B card, Min. Stock Vintage: 9,v12,13&14 not stockable. About the TN756: Min. Stock Vintage: 12,14 omit 13. What does that mean? Thanks in advance. Sorry if this question seems idiot.
 
Vintages which are acceptable and mostly "bug free" vs vintages with known issues they wish to "omit". Nothing worse than replacing a bad board with a board which causes another funky issue.
