Siemens Hicom 120

Hi,
I have an analogue extension on a Siemens Hicom 120 which when you ring the extension you hear busy tone, even though the phone is down.
You can make internal and external calls from the extension, but can't actually ring to the extension internally or externally.
Instead of getting a constant dial tone, you a broken dial tone when the handset is used.

Is there a dnd or a forward which could have been put on??

the DND is active on that extension. or it is forwarded to a busy or DND active extension. So check it and cancel it

Press 70 to disable DND/Call Forwarding.
