We had the same problem here in our office. It seems that *screen resolution* has a lot to do with how you view your calendar. For example, if you set your start time to 8:00 am, and your screen resolution is set at 1024x768, then it will fill the screen with the calendar, regardless of your start time.
Here is the answer that I found online at their site:
"ACT! displays the start time in the daily or weekly calendar based upon a number of factors, including the screen resolution and how much of the screen ACT! uses.
For example, you have set the ACT! Daily and Weekly Calendar increments to one hour, and the start time to 9:00 A.M. If you are using a high screen resolution and have ACT! maximized, the Daily Calendar will start at midnight and no scroll bar will be visible. This is because there is more room in the Daily Calendar window than there are Daily Calendar increments to fill the space.
The Weekly Calendar works similarly. If you want these calendars to default to the intended start time, do whichever of the following will cause a scroll bar to appear:
Use a lower screen resolution.
Run ACT! less then maximized.
Increase the number of calendar increments, as follows:
Click the Edit menu and choose Preferences...
On the Calendars Tab, change the calendar increments to a lower setting, for example 5 or 10 Minutes.
Click OK to save.
This will cause more calendar increments to be displayed. You need to set the time per increment low enough that there are more increments then there is room in the calendar window to display them. When that happens, a scroll bar will appear on the calendar, and the start time will be displayed correctly."
