security settings blocking activex

I set up a web cam and tried to get to it last night. The infobar asked if I wanted to install activex controls but after it did the next infobar said "security settings do not allow you to run activex on this computer" (paraphrased). I have looked but do not find any place that the activex is being stopped. Can somebody point me in the right direction? Thanks.
 
No, unless you remove Service Packs, or Slipstream the old CD with your current Service Pack.

The installed version of XP must match the version on the CD you are repairing from.
