Runtime Library Error when starting Outlook

My Outlook 2000 has developed a problem.When ever I start my machine and start outlook up for the first time I get an error Visual C++ Runtime Error. The program has has made an unusual action aborting. The outlook then crashes out. When I go back in outlook works fine and I can close it and start it as often as I like until I reboot my machine where it happens again.

I have also tried outlook XP and the same thing has happedned. I have recently rebuilt my machine to try and resolve the issue but the error still occurred after the rebuild.
