Rotary Phone Can't Dial

I have 2 analog rotary bomb proof phones in my system which cannot dial. When trying to dial a 4 digit ext after the second digit it returns to dial tone. I can rec. calls on both. My first thought was COR or COS, but I can put a std touch pad phone on the frame and dial fine. Please help.
 
Change the set type on the Sataion Form to '500'.

On a 2500 set, make sure "Ignore Rotary Digits?" on page 2 is not set to "y".
 
Make sure you have Tip and ring correct to the phone/jack. The older phones were not reverse polarity guarded and they would not dial if reversed.
