It is, but restarting the system will rarely resolve your problem. If this is a non-production system, I could see you using it to test stuff, verify it works, them do a data dump. Then if you make several more changes and hose the config, you could reload and "erase" your last round of changes.
The PBX is not like any PC OS, whereby a restart or reboot will fix problems. 99% of all issues are due to mis-configuration, and no amount of reboots will fix that. I KNOW others in this forum feel the same way.
