I am the administrator of a G3si v9 switch. I would either
like to dial in to a DID and receive dial tone, and be
able to dial out, using a security code, or since I can
change settings on the switch remotely, at least be able
to set a specific number to dial out to when dialing in
remotely. We do not have vectoring.

Well if you set up an extension with a cover path that has a remote dial number setup. When I'm at training I set an extension up to call my house and say Hi to the wife. No hotel phone cost.

Ext XXXX
cov p 91
look at your remote dial list ( ch cov r) put the number say on line 19
now back to the cover path
In the first cover point put R19
Make sure the ext is setup for remote dial in the cor and cos Wisdom is Knowledge
that is Shared

Thanks All Phoneman2

use the change remote-access command. Here you can set up a remote access number and up to 10 different security numbers each having its own COS and COR.
