R11 Essential Edition with Communicator or Softphone 2

Am I correct that you can no longer use Softphone or Communicator unless you have Preferred Edition? I have a client with Essential Edition that wants to have a remote user that can utilize their laptop as their phone. Is this possible anymore? My distributor told me to get Power User which is obviously wrong as you cannot use Power User with Essential Edition. Can you utilize the Softphone license with Essential Edition? Or are they out of luck without preferred edition?
