Question on LCD display using mouse scroll

When viewing web pages as I use scroll bar or mouse wheel, the text does not stay intact; it's burry, the text becomes bold and blurry. When I stop scolling, the text is fine. Why does it do this?

I have a brand new Samsung 910T 19" LCD and a G-force Fx5500 graphics card.
 
The text may be 'smearing', which can happen with LCD monitors.
 
I havent heard of this occurance? How does this happen and why?
