PRI Channels all busy - SV9500

I have a 9500 with a PA24PRTB card that interfaces the Telco's PRI port on their Cisco router. I'm using this PRI for outgoing calls. The Cisco router connect via fiber to Telco.
In the middle of the night for no apparent reason, all trunks on this route went busy and I can't release them. They are stuck in busy state. I've reset the cisco router, and also the PRI card on the PBX. They are stuck in busy state. The lights on the PRI card in the PBX are solid green: OPE, LYR. The PKT light is blinking green. The individual lights corresponding to each trunk are all OFF. Still the pbx shows each trunks busy. No calls can be completed on this route currently. Please help
 
Remove the cross connect, then using the switch settings place the card in loop back. If it clears, then definitely Telco, or Cisco. I have seen a bad register card do this as well.
 
OK, good idea. Do you mean a bad register card, meaning a 8RST?
