Prefix on IP phones

I have a 9 prefix on the lines. Using the call log for dialing from my 54xx phones works fine.

My IP phones are dialing two 9's instead of just one when dialing from the call log.

I changed "SET PHNOL" to nothing but the extra 9 is still there.

I changed "SET PHNOL 8" and it did dial the 8 first so I know it is reading the 46xxsettings.txt file.

What am I missing?

Ive done this loads, but recently had issues.

SET PHNOL "" - some much easier to just give the answer when its just one line
 
And this one is also needed (sometimes)

SET ENHDIALSTAT 0
