PC with 98/se doesn't accept dsl modem ip 1

I cannot obtain internet connectivity with my DSL provider Verizon. Their phone support cannot resolve my problem. My computer is not able to accept the ip address (192.xyz.a.b) provided by the dsl modem. The modem was replaced to no avail. Could the ethernet card be faulty? How can I find out if it is? Please provide a detiled list of steps for me to use to diagnose, if not fix, the current problem.

If I need to obtain a new network card, what are the important specifications?
 
Check to see if your Ethernet card settings are correct by right clicking Network Neighborhood and select properties.
Select your Ethernet card and then click properties.
Go to the advanced tab and look for something called "Media Type" or Link and make sure it is setup for 10Mb/s Full Duplex.
 
1) When you use winipcfg from the Run box, what's the current IP address set to?

2) Does it let you release/renew all from that utility?

3) Are the LED lights on the NIC active or show that it sees the connection to the DSL modem? It could be a bad cable or NIC.

4) Ask Verizon if they gave you a modem that uses NAT - Network Address Translation (which is similar to a router for 192.168.x.x addresses). If not, then you are supposed to use software to connect through PPPoE.

1) the current address is 162.abc.xy.zq, and not 192.168.a.b

2) trying renew times out with an error

3) the ethernet light on the modem just blinks

4) Verizon has confirmed that I have the correct model type after they replaced my original modem. Could the network card been zapped by a storm-induced voltage spike?

Sure that's always a possibility. However, it would normally have to travel through your DSL modem which would be fried as well. So I doubt that's the case here.

You mentioned the light on the modem is blinking, but what about any lights on the NIC (ethernet card)? Are you using an ethernet cable that came with the DSL modem, and have you tried a spare?

Because you can't renew your IP address and the fact that it's stuck at 169.x.x.x indicates either:

A) that the ethernet card isn't even seeing the DSL modem
or
B) isn't properly installed in Windows.

It was necessary to install a new 10M/100M adapter card to resolve my connectivity problem. Apparently, a lightning-related voltage spike damaged the original ethernet card.
