Outlook using only IMAP - accessing Global Addr Book

We have several people using Outlook 2000 with IMAP configured. These people need access to the corporate address book (on Exchange 5.5). Typically this would be while connected, but it might be benefitial if it were available while disconnected.
I assume it would be easier to just sync Outlook via the network (VPN available), but at this time, management prefers the remote users IMAP their mail. Any ideas would be appreciated.
