Outlook--Received Time is Wrong 1

Everyone we have set up with Outlook using Exchange 5.5 is in the same time zone. On some of our computers (Outlook 2000 and XP), UserA will send UserB a message a 8:00 a.m.--In UserB's Inbox, it shows the message as arriving at 7:00 a.m.

UserB might be sitting at his computer when the message comes in and notes that it is indeed 8:00 a.m. on his computer when it "physically" arrives in the inbox.

Furthermore, going back to UserA's computer, we can verify that the message was sent at 8:00 a.m.
 
You have checked the Time Zones, but is everyone set up for "Daylight Savings Time?" This can make a big difference. I have found that if you don't set the PC to automatically adjust, things get a bit strange, just like you are describing.
