Outlook keeps asking for passwords

We're running Outlook Express on Windows XP. We set it to remember the password, yet it does not remember it, as if the software was corrupt. It then keeps asking for the passowrd every time we create a new message, then it asks for the password again when we click on "send message". Is there a way to set it so it doesn't always keep asking for passwords? We found we needed to enable authentication for the SMTP server in order to be able to send mail. Yet it now wants to authenticate constantly. It was upgraded to IE6, SP1 and everything look right. We're wondering is there a way to uninstall Outlook Express and reinstall it.
We're also running Freedom firewall software.
 
first thing is remember password ticked for the POP account details ?

Seen this a couple of times, create a new user account in XP and then configure OE again

Yes, that fixed the problem; using regedt32 and deleting the subkeys under Hkey_current_user\software\microsoft\protected storage system provider\ described in micosoft knowledge base article # 264672, at http:\\support.microsoft.com/?kbid=264672
