Outlook Express Icons, wont stay

I am using Outlook Express 6.0..OS XP Home,every time I open Outlook Express all the Icons on the tool-bar are not visible, so I have to right click on the tool-bar and check mark the VIEWS BAR option and then they all appear.
I know this is only a small thing,but it is a real annoyance....any ideas?

In OE, go to View, Layout, check Views Bar

Thanks but had checked that and views bar in LAYOUT was ticked........what actually happens is the VIEWS BAR is there but is just grey and not one ICON, then if I right click and tick the views bar option all the ICONS appear....only takes a second but all the same is annoying and should not happen......
