Outlook Express downloading already downloaded messages!

I have remote users who log into the network using dial up and access their mail using Outlook Express. Any time the connection is lost while they are downloading mail, the mail starts downloadong afresh (assuming they had downloaded 10 out of 15 mails, they'll have to restart from mail 1 of 15). What should I do to prevent this from happening? I want to download only the mails that hadn't been downloaded.

You can't. That is exatly what it is supposed to do. If you get cut off before the server successfully delivers all the messages the next time you try to download it will send them all again.

It has to complete the download to avoid this issue.
