Outlook express 5 connection problem

I have a newish windoes-ME PC with IE5 and OE5.

If I boot the machine and go straight to OE5 it does not bring up the connection dialog box, it goes straight to send/receive and errors out.

If I re boot, go straight to dial up networking, manually make the connection and then go to OE5, it all works perfectly.

If I re boot, load IE5, cancel out the connection dialog - not making the connection, and then go to OE5 it all works perfectly, the connection dialog box appears and it all works perfectly.

Has anyone got any idea of where I should go from here to sort this out.
 
In OE, go to Tools->Options and then the connection tab. You will note that OE shares the same dial-up properties as IE. Once these are ok, go to the General Tab.
The box for "Send and receive messages at start-up" will be ticked, so make sure that the option below, "If my computer is not connected at this time", is set to "connect even if working offline".
