Outlook 98 - Operation Failed

When trying to send an email with a particular attachment (.xls)a user is receiving an "Operation has Failed" error. Other users from the same building (and same IP range and DNS etc) are receiving the same message for the same attachment. They are able to send other attachments without this error. Also I am able to send this attachment without no problem from my building which has a different IP range.

A user who normally doesn't work in the troubled building, hooked up to the their network on a laptop and now is unable to send this attachment.

We use Exchange server aswell by the way.

Any ideas on what could be causing the problem?

Is the exact same mail server being used in both buildings? My first thought is that it's a size restriction.

Yeah it's using the same mail server and we also have a size restriction in place but this file is only 81kb and the restriction is set to 3mb.
