Outlook 2002 not shutting down properly

I have several users using Windows XP Pro and Office XP Pro. They all have a problem when shutting down. After they exit Outlook and try to shut the pc down, they get a program not responding/ end now message. If they look in the task manager, Outlook.exe is always still running. If you kill it then it will shutdown smoothly. Is this a common issue?

With Outlook XP when you close it, it will try to sync with your exchange server. Is this what you are experiencing?

The sync has already been completed. I could have closed Outlook 10 minutes before but outlook.exe still shows in the processes.
