Outcalling alarms to cell phones

I've been told, and saw a comment in this forum, that alarms can be outcalled to a cell phone. I've seen applications like Alarmtraq mentioned, but this supposedly is done without additional software.

I know of the almcall command for changing the INADS numbers, and SNMP setups on the 8700's but this isn't what I'm referring to. I was told there was some "very simple" process to setup calls to cell phones for alarm notification.

Simply put, I would like outcalling notification of alarms to 3 - 4 cell phones.

i think you would be able to do this two ways, neither simple.
1) use smnp traps on the LAN to monitor alarms. Have that program that monitors the LAN outcall.
2) use the contact closure on the IPSI cables. connect them to some 3rd party device that would outcall when contacts are closed.
