Is it possible to set up a CSV file(or some other file type) containing NDS usernames, tree names and context etc so that it can be actioned out of hours to set up large numbers of users in nds??

look at ice
then import it via the ldap
you can export a few users to get the syntax then the old find and replace

ICE is 'import convert export' (IIRC) utility, avail in C1. Open C1, go to WIZARDS-->import/export That's ICE. You can import or export LDIF files. Make an export to show you the syntax.
