not dialtone or ringing on 5610 with netgear fvs114

i have a remote ip phone 5610 connect to a 3.1.56 ipo via vpn with the main site using a kentrox q-series router and the remote site with a fvs114 netgear router. the phone does not have dialtone and you can not hear ringing when calling someone. the phone works great execpt for this problem. any thoughts.

the codec is g.729 a 8k with onlt outa of band dtmf enabled. the time to ping is around 50 ms.

Douple and triple check your fire wall.

If this Netgear(VPN/Firewall) is running old SW you need to look at upgrading the Netgear SW.
