Need help with Outlook/Outlook Express Forwarding

Ok, I am at a client' site. They have 3 machines I am working with. 2 have Outlook, and the other has Outlook Express. All POP3 and SMTP settings are fine, everyone is receiving email from everyone, except for one minor issue.

One of the Outlook machines can NOT forward to the Outlook Express machine, it just sits in Outbox. The other Outlook machine WILL forward to the Outlook Express machine. The Outlook Express machine can forward to both.

I couldn't find a definite answer. It's working normally now, I'm assuming it was network congestion or some fluke.
