Need free PCL SDK for vb, asp

Hi all,

I need free pcl sdk, api for vb (COM), asp in order to create, save pcl files on asp pages. Is there free sdk available? I searched for it, but just found non-free sdks.
Or should I program the pcl commands manually? (It would be faster with an sdk I think)
